Where Competent Authority had detained goods of assessee under transport as well as vehicle and subsequently released same on payment of requisite amount and later he issued on assessee a notice under section 130 for confiscation of goods and vehicle, assessee was to be directed to appear before Competent Authority and file an appropriate reply to make good his case
